A Cambria County Judge is weighing in on the debate over zooming plans in Richland Township.  The Tribune Democrat reports Attorneys for the Township  and an Ohio Developer have until the end of February to submit briefs.  The Judge will decide whether to zone the property as commercial or residential.  Neighborhood groups are concerned that if it is residential it opens the door for low income housing.  The Judge says he hopes to make a decision soon after the briefs are submitted.
