Two local communities are joining the efforts to form a Police Commission to look into combining forces.  The Johnstown Tribune Democrat reports Conemaugh and Shade Township joined leaders from six Windber communities served by Paint Township Police at a workshop Tuesday.  A State Agency will conduct a study at no cost to the municipalities to see if combining forces would be effective.  The eight communities make up about 20 thousand people and cover about 150 square miles.
