Congress is preparing for what could be another financial crisis.  House leaders just released a short term budget plan to avoid a government shutdown on March 27^th.  This plan would give the Pentagon more flexibility in deciding how to administer automatic budget cuts that took effect on Friday.  It would keep funding for other agencies at least year's levels.  All sides say a government shutdown is "not" the answer.  The House is expected to vote on the resolution this week.
