Power crews racing to restore electricity to the battered Northeast are unlikely to finish by Election Day.  That could impact voting.  FEMA has asked its Attorney's to be ready to help states make changes at the polls affected by Sandy. So far no states have indicated publicly that they intend to do that.  In a call to reporters, FEMA Chief said now search and rescue operations are over, power restoration is a top priority.  FEMA also said today the Federal Government is footing one hundred percent of the bill right now to restore power.
