This week police charged 52-year-old Raymond Oechsle junior after a “shank” was found in his cell at the Blair County Prison.
Police say the makeshift weapon was made up of two sharpened pieces of metal held together with a towel and an orange t-shirt.
Oechsle is awaiting trial for the death of his neighbor, Chris Helsel, last year.
Police say that after Oechsele killed Helsel, he lived with the body in his Altoona apartment for three days.
While incarcerated, police say Oechsele also stabbed two inmates, leaving one of the prisoners with a loss of vision.
Oechsle was arraigned on the most recent charges earlier today and was returned to the prison.
